In a large skillet over medium heat, cook the ground beef until browned. Drain any excess fat.
Stir in the taco seasoning, black beans, corn, bell pepper, and diced tomatoes. Cook for 5-7 minutes, allowing the flavors to meld and the bell pepper to soften.
In a large 9x13 inch baking dish, spread the beef mixture evenly across the bottom.
Layer the tater tots on top of the beef mixture in a single, even layer.
Bake in the preheated oven for 25-30 minutes, or until the tater tots are golden brown and crispy.
Once baked, remove the casserole from the oven and sprinkle shredded cheddar cheese over the top. Return to the oven and bake for an additional 5 minutes, or until the cheese is melted and bubbly.
Remove the casserole from the oven and let it cool for a few minutes. Drizzle sour cream over the top and garnish with sliced green onions, chopped cilantro, and jalapeño slices if desired.
